Authorizations in restricted areas

Administrative process ... a path to follow step by step

Many wineries are located in areas of scenic interest or located in monumental buildings of significant prestige.
These constraints, very present in the Italian territory, allow to preserve and protect the landscape value of certain places and to favor the functional and aesthetic recovery of the existing rural building heritage.
The regulations enhance and protect areas but sometimes generate a limit to the design choices and business choices of the activities included in this valuable environment.
Carrying out a building intervention in areas of environmental landscape constraint requires knowledge of the administrative procedure to obtain landscape authorization from the body in charge; the verification of the timing of the administrative procedure and the evaluation of the project require a careful knowledge of the interpretation of the constraints according to the reference legislation of the territory subject to the request.
Many companies that need to expand or report changes or external improvements to existing premises, have to deal with the constraints imposed by these regulations, such as:
agricultural area:
generally, the building regulations of the various municipalities require that the buildings of new constructions be adapted to the typological models of the local rural construction. environmental constraint:
normally it is the presence of an element generating the constraint present in the surrounding area, such as a watercourse, a protected area (a SIC area), insertion within a park authority, coastal areas, areas of interest archaeological, etc ..; usually in addition to the area, the constraint also extends to interventions on existing buildings.
constraint by PRG
the municipal regulatory plans often contain the census of buildings of particular historical and architectural value. Each building or complex of buildings corresponds to a form indicating the elements to be preserved, generally indicating the degree of protection.
Monumental historical constraint
refers to buildings of particular historical-monumental interest, in general the project should preserve and enhance the elements of historical and architectural interest, as they constitute a heritage to be brought out.

An example of a design approach in contexts similar to those described was developed at the "Ida Agnoletti" winery in the territory of Volpago del Montello in the province of Treviso.
The company is located in a rural farm surrounded by vineyards within a restricted area and there was the need to obtain a new structure for the storage of tools.

Photo of the existing sixteenth-century farm headquarters of the company.

The interview with the owner of the company to understand the functional and organizational needs of the new spaces covered by the intervention.

The project was developed taking as its main element the vast landscape covered with vineyards, both owned by the winery and the neighboring lands. An attempt was made to visually mitigate the building by covering it entirely with climbing greenery and giving customers / visitors to the cellar the opportunity to view the landscape from the practicable roof.

The project for the tool shed and the use of the roof as a lookout point.

The aerial photo and the photo-insertion show how the area is included between agricultural areas dedicated to the cultivation of vineyards that extend over the entire territory of Volpago del Montello.
